Is “Radcon” TWP 200 or is it a different product?

1- We have put one coat of TWP1500 clear on IPE decking, to realize it has no UV protection, is it ok to put second coat of TWP1500 rustic or natural?

For the deck that has already just stained with twp1500 clear without UV protection can we sand this decking only then apply twp1500 rustic without using stripper/brightner?

No, you need to strip it off. It is much easier to strip then to sand.

No. The clear does not provide UV protection. Use Rustic color. IPE requires annual maintenance.

Two questions:
1) Can I use 200 series stain like California cedar on Ipe? I was thinking it would last longer than 100.
2) Can I stain over a deck that has an old coat of messmers uv hardwood stain?

1. No. It will not soak into IPE. IPE requires an annual application. Nothing will last longer.
2. No. The Messmers will need to be stripped first.

Can you use TWP on Tigerwood?
Yes but only 1 very light coat.
We used 1516 on Ipe after RAD prep, 36 hours of hot, dry, windy, weather, following wet on wet and wiped off excess. 24 hours after staining, the boards in direct sunlight are bubbling, seemingly from the checks. I went back over and wiped off what I could. Is there anything else I can do to mitigate this?

Just one coat for this type of wood. Wipe off any excess that does not soak in after 40 minutes.
Try wiping with rags and mineral spirits. Saturate all oil rags in water and lay flat to dry in the sun.
